You probably reinstalled the shifter housing with the locking trigger on the wrong side if the shifter shaft. You have to install the shifter shaft with the trigger against the left side of the shifter housing (key in on position). If you install the housing with the lever on the right side of the shifter shaft, it can't travel past the shaft. It's hitting the right side of the shaft, and you can't turn the key further.

In the image below are all the ignition components between the key and the switch. That little lever in the top left is the lockout trigger. It holds the shifter shaft in place, and you can't remove the the key from the ignition unless it travels into the little relief in the shifter shaft when you shut the car off. When you turn the key on, the lever travels to the left, out of the way of the shifter shaft, so you can shift.
