The paper tube is connected to a plastic piece that is stapled to the tube at one end, and the vent housing at the other. I pull the staples from the vent housing end, and leave the plastic part connected to the paper tube. When you get the gauge fascia out, pop out the top grille on the side vent from the back (can't do that if you have a OEM wood dash). Then when you're putting things back together, you can reach through the vent opening from the front and align the parts. After you get everything put together, you can just pop the grille back in. I've never re-stapled them, just put them together.
The wires to cut and lengthen are actually on the right side. The glove box light harness.
While you've got things apart, you may want to put one of the VW programmable intermittent wiper relays in. A great upgrade that is impossible to install with out the dash or knee bolster out. They have (99.) on the top of them, part number 357 955 531.
