I think it is easier to install the seal while the housing is off the engine.
I think there are better uses for Vasoline -- priming the pump in the proper place is a great thing to do. Packing the pump gears will help them survive a dry start -- the gears are tough steel and the pump housing is soft aluminum....you know what wins that battle of friction. So, I don't think that the Vasoline is a primer, it just helps keep the spinning of the gears from destroying the aluminum housing.
I take off the filter adapter, squirt correct hole full of oil, put the adapter back on with a new gasket, and turn over the engine with the starter and no fuel/spark until the upper end gets oil. There is 2 cents worth......
