It can be done without removing the lower dash, but I'd do it... it's not difficult and gives much better access. You need to remove the center storage bin, and doing so will reveal a large fastener with a 13mm hex dead center in the lower dash. That comes out, followed by two bolts that go through the engine bay 'back' into the lower dash - they are down by the door hinges, angled slightly up. I believe they are a 10mm hex, but I've seen them replaced with all manner of fastener. That is technically all you need to do to remove the lower dash, however I would recommend removing the vertical trim on the a-pillar at floor level on one side of the car to make removal easier - just a couple torx screws and remove the short metal trim.
