The 10mm nuts under hood are not the easiest thing to see or reach. You will likely have to move the cluster of wiring connectors atop the fenders on each side to see them. Then you will need a 12" extension on your ratchet to get at them--at least that has been my experience. They will have fender washers behind them. The black goo is a sealer to keep water from penetrating the cabin. The holes that the hardware pass through to reach the bolster inside are oval shaped for slight adjustability. The bolt heads don't completely cover the holes--thus, the goop. Good idea to put something similar back on when you put things back together again.
Once you get the center console out, there are only three fasteners that hold the bolster on--the two under-hood and the one up behind the ash tray that the ashtray bracket bolt screws into. When you put things back together, be sure that you feed the ashtray light wire back through the hole in the bolster before you mount it back up.
While the bolster is out, it is a good time to replace the bulbs in the controls above the center console. You will have easy access from underneath without having to take the dash bezel out--which can be a headache.
One last thing, if this car is a '92 or newer, their won't be an access panel below the steering wheel--they got rid of that. While the bolster is off, snip the zip tie that holds the orange connector for the cruise control to the steering frame. You'll thank me if you ever have to repair or replace your directional stalk. That connector will be impossible to reach if it is still zip-tied way back there, and the stalk won't come out.
