If you're replacing a manual transmission with another manual transmission, you don't have to remove the pedal assembly. if its an auto to manual swap, it certainly makes it much easier to have the lower dash out, and its not that big of a deal. If I remember right, there is a pretty good write-up with pics at fixmysaab dot com.
