My Saabs are from the Midwest so this seems to happen to me every time I want to perform an alignment or change out tie rod ends. I take 2 or 3 visegrips and clamp them on to the flats of the inner tie rod and then take a metric open end wrench to the stuck locknut and squeeze toward each other. Heat and grunting help with the process. I use propane.
