Have you tried spinning off the tie rod end a turn or two, then moving the jam nut in the opposite direction you've been trying to get it to move (toward the tie rod)? Seems to me that all of the threads in that direction have been covered and protected. Also gives you a fresh surface for the penetrating oil/PB Blaster to work on.
