why even remove the jam nut? If you cut it off or crack it, can you easily get another one to replace it?
Seems to me that if it is stuck so badly, you'd be better off just trying to remove the tie rod end and leaving it alone. Since you are unscrewing the tie rod end, it should just come loose, and then when you screw it back in it should be in the right place already (without counting turns etc.). I wouldn't expect the jam nut to keep the tie rod end from coming off.
If you replace the tie rod end with a different brand (as I did last time) that's a different matter (different length part). A stuck jam nut is probably a good enough reason to make sure you get an exact replacement (if possible). Of course if the car is out of alignment, that too is a different matter.
