I'm not sure they're a redundancy measure, I think they are a contact measure. One belt turning both the alternator and the water pump probably wouldn't work reliably... that's a lot of energy you're asking a small surface area to transmit. Two belts spreads the load, like modern poly belts do.
Driving with one won't "hurt" anything in and of itself, but may result in slipping as the crank pulley overcomes the grip a single belt would have on it or the accessories. Like cmyles said, you'll want to watch that temperature gauge (slipping on the water pump) and the electrical system (slipping on the alternator). If that one belt slips, overheats, and fails, you'll have a real problem real quick. ;)
