Cars which have sat for a while may develope rust on belt contact surfaces of pulleys. On startup, the belt may tear off pulley as it becomes unstuck. Also belts may develop thinner cross sections as they slip against the abrasive rusty pulleys. This may cause one belt to be much looser than the other on the twin pulley/belt for alternator/waterpump.
