Sounds like you're hooked up wrong.
Here's the relay wiring: The yellow wire (from fuse 25) goes to terminal 30 on the relay
The Green/white wire (from fuse 22 by way of the ignition switch) goes to terminal 15 on the relay
Terminal 31 of the relay should have a black wire going to ground
The yellow/white wire (from the sensor switch in the radiator) goes to terminal 87 of the relay
Notice that the relay has two hot wires; one that's hot all the time (yellow) and one that's only hot when the engine is running (green/white). Test them both for those functions, it's possible that a defect in the AC fan circuit can cause trouble there.
