Most idle issues are caused by vacuum leaks.
Two questions and a few comments:
- How new are the vacuum hoses? Replace with silicone if they're original rubber hoses.
- Have you ever replaced the rubber bushings that the vacuum nipples go into on the intake manifold? Same with the PCV fitting on the cam cover. These rubber bushings deteriorate with oil exposure and get really loose and, sometimes, fall apart.
Check the large PCV hose for splits and cracks where it connects to the PCV nipple on the valve cover. That's a good source of vacuum leaks.
