My guess is that is what we call the "D" clip where the straight portion of the "D" has broken off. I found one in my #169 CE and traced it back to the D clip that goes through the shift fork pinning the shift fork to the rod it surrounds. I can't tell if the pin is still on the fork or not -- you have to take the whole thing apart to find the area to fix it.
According to Cmyles, that pin is along for the ride, so I wouldn't stress out too much.
The needle bearings at either end of the cluster gear are bigger in diameter than that.
So, look at both ends of the piece with a mag glass and see if you can detect any shear marks that show the pin broke off another part. Or, you can send the part to me or to Cmyles and we'll tell you what alien planet it came from......
