Sandy, I can't imagine that this car has the one gas tank in C900 history that is flaking off plastic internally? It seems much more likely that someone put something in the tank and that cleaning it out in place will cure that issue. As for the stalling, I think that's unrelated. If a screen, filter or pump got so clogged that it killed the engine it probably wouldn't just be OK later and start up. That's more likely a defective ignition or other electronic device acting up.
If you can make it stall then check for no spark versus no fuel you'll be halfway to solving the problem and I'd do that before cleaning the tank, you might not need to clean it. The stalling scenario sounds a lot like the ignition amplifier going bad, a fairly common occurrence. I'll bet you have a good one there that you can swap in for a test if it lacks spark.
