Are you sure the black flakes aren't pieces of rubber hose that have disintegrated? When pumps are DIY'd, people will use fuel injection hose from a parts store that isn't rated to be submersed in fuel. The external portion of a fuel injection line will come apart if you don't use externally protected line for the repairs on the pump when replacing the insert. That's where I would be looking for the black stuff flaking off. Like Cmyles, I can't imagine that the tank would have any flaking, but there is always a first time.
Or, the grommets that are used on the entry points of the tank -- those can turn to mush if they aren't the right material used during a replacement.
Or, and errant large O ring that dropped into the tank during a fuel pump change, or chewed up pieces of it during removal, or failed installation.
Save the pieces, lay them out on a paper towel and play CIS with them:-0)
