So, my take on this is that the fuel filter is no longer filtering, it is blocking. It's in a really funky place up underneath on the passenger side by the rear axle.
Crack the fuel banjo fitting with two wrenches on the fuel rail with a rag and see if the fuel rail is dry. It should spit out some fuel under pressure if the check valve is working, the pump is operational, and the filter is not clogged.
I think what the other folks are saying is that you can't get voltage at the fuse unless the engine is cranking over. So, check to see if the filter is blocked, as more than likely after that amount of time, it is.....
