Confirmed - they are case hard. Case depth doesn't seem to be that much. I can break through the case with a file, and on a milled surface it's soft right to the edge.
So that's good! I will flame-heat 4140 steel nuts I have made, to nonmagnetic temp and try to keep the heat on one side. I will quench in used motor oil, and temper at 500F in the oven for an hour or two. Then I can anneal just the part that should be peened, if necessary. I think that should do it.
