It's not the ground, it's going to be two or more wires with chewed off insulation so that the metal strands of the wires are contacting each other, which is why powering your turn signal also powers the washer pump. The radiator fan's wiring is probably chewed clean through, probably between the fuse block relay and the fan. A very careful inspection of the wiring harnesses is in order, as well as some testing of power from behind the console to the fan.
To check behind the instrument panel there are several long screws from up under the instrument facing. Be careful when pulling the rotator switch panel out -- you don't want the vacuum hoses to pop off the ventilation selector. Actually it's OK if one does, you just don't want to get them mixed up when putting back together.
