Hey Cmyles, thanks for the suggestion. I unplugged the cruise vacuum pump before driving the SAAB to work today. The problem didn't happen yet for the ~5 miles I drove it this morning, but it doesn't happen every time I drive it (fortunately?).
The cruise control was inoperable until 2017 when I took apart the cruise ECU and reflowed the solder joints. I also replaced an electrolytic capacitor or two while I was in there. I didn't test or replace any of the resistors or other components, so maybe something is out of spec. It works fine when engaged. The glitch was occurring back when the cruise didn't work as far as I recall, even with a different ECU. Years ago, my Indy couldn't figure it out so he unplugged the speed sensor. No more glitch, but it disabled the CC and the car didn't seem to run quite right...maybe that sensor does more than monitor speed for cruise? The sensor is currently plugged in.
