To add another stripping method-
3M makes a 'paint and rust stripping disc'
that looks like an abrasive pad on steroids-
but it fits into an electric drill.
I've found those do an excellent job on mixed materials,
with limited effort.
The only thing that defeats them is gooey undercoat.
They don't embed much into the steel, so they work great
for pre- welding prep.
Then an etch primer, a good prime, and paint.
Kinda pricey, but the quickest and easiest mechanical
stripping method that gets rust mostly out.
I have sometimes found generic/industrial replacements,
but the 3M version is always available.
