Wants to die after throttling

I’ve got a 1987 900 turbo that I’ve had a consistent issue with for a while- after I hit the gas or manually throttle it from the engine, as soon as I let off it dives down to about 300 rpm before coming back up, or sometimes stalls. Especially when I’m going low speeds it has a tendency to stall. The idle will also occasionally undulate but that seems to have been mostly remedied by a new fuel pressure regulator. Other than that, drives beautifully.
MAF sensor is fine, throttle position sensor is new, coolant temp sensor is new, fuel pressure regulator is new, ignition amp relay is working (tried jumpering it, and car stalls when I pull it out). Redid the plug to the hall sensor, and cleaned up spark plugs and gapped to spec.
Only thing that hasn’t been replaced it the idle air control valve. Ran the car with it unplugged and it was significantly worse; wouldn’t come back up to proper idle. We took out the valve and it was perfectly clean inside- cleaned it anyways and checked the electrics to the plug as per the Bentley manual and it all checked out. It looks new just based on its shine, I think the guy before me may have replaced it.
Figure this is a long shot, but any ideas?
