This was a while ago, but I forgot to add the comments from g-pop shop.
It turned out the the central housing was worn. Clearances being too wide from wear. Not sure how that happens, I guess heat and age? Anyway they were kind enough to replace it, clean and rebuild it again. They were very nice about it and asked me what I wanted to pay for this service. Needless to say the price we agreed upon was less than a full rebuild. They are great guys with excellent customer service. I highly recommend them to anyone wanting a turbo rebuilt.
Turbo has held up fine ever since, boosting to a good stock 10-11psi.
