Slipping a tooth on both sprockets would be next to impossible with the other attributes you have, like the 9mm clearance.
I would set one of them one tooth correction, get the hang of it -- rotate the engine carefully 2 revolutions and see where they both land. If as predicted, then set the other, and rotate again.
So, pick the easier of the two to change, then do the second if you want to move on.
How did it run before? Was the idle shaky?
