Are they both off. Are you're putting the engine back together? Sometimes it can be tricky if you're putting it back together. I found that you have to take a wrench and slightly pull back on one of the cams. So as long as the flywheel reads correct just line the cams up and you're done .make sure the timing chain tensioner is not in.
