But I would bet the gearbox is junk. You should be able to shift gears with the shift housing loose -- that big shift rod goes to the gearbox and you can push / pull /twist it to select gears.
Don't need the clutch to dis-engage to shift gears with the engine off.
1983 was a bad year for gearbox pinion housings, they would break and the car would not move because the gears were jammed.
I don't understand your comment about the brake and clutch being inter-connected -- they are not.
