Hello,
Yes if it is connected voltage will only be about 1.5v. Due to the light lighting and the alternator being the ground. But if you disconnect it it will 12v or whatever you battery voltage is at that time. I like to check it disconnected at first due to possible voltage drop in the large connecters under the fuse box either 29 pin or 32 pin depending on year I believe. Or a bad crimp when the wire was repaired in the past. Good Luck, Bernie.
