I checked your figures and you are right; but just so no else is confused the tolerance is .0008 to .0024. If you have miked all the journals and the they are within the .002 out of round tolerance, I would see which are the largest and smallest, then I'd see if swapping bearing shells could make a difference. #3 is the only the only one you really need to tighten up.
If it were mine and since it is a turbo motor, I'd be much more comfortable with .001 to .0015 clearance.
Your options are going with 1st undersize, which SAAB says is o'k without rehardening, having #3 built up and turned back down to spec, which some shops claim that it is better than new. I like for all of them to be the same, but I'm not really sure that it matters that much. I do feel that #3, since it is in the middle, catches the most hell and the it has to be within spec. You could probably get a good used engine cheaper than a good crank, but if you want to pay several hundred for one, I could probably help; I'm sure that at least one of these motors I have has a good standard crank. I feel these things are cheaper to buy, than rebuild.
My thoughts, your options.
