AC gage values; undercharge or moisture?

Today I finally got to hook the borrowed gages up to my AC system, armed with all the tips from you guys. The outside temp was about 85 when I started, but it dropped to 80 by the time I quit. I held the car at 1500 rpm with a brick and watched the gages. By the time I had positioned the brick and made it to the front of the car, the high side was 180 and the low 16. It seemed pretty stable until a few minutes later when the low suddenly dropped to 0, and the high crept down to 170. The vent temp is now a steady 80, and that remained like that for the duration of the test. I added a 12 oz. can of R-134a, and the high rose 190 with the low maybe creeping up to 2, but the vent temp staying the same. The connector between exp. valve and evaporator is frosted white. Is this still a low charge, or am I looking at moisture in the system?
I didn't check the sight glass, is it of any use for R-134a?
Quick recap of what happened before: I installed a new compressor, with new exp. valve and receiver drier, and had a shop charge it. It has only cooled marginally ever since. I saw some leakage (dye) out of the high side charging port last week, but cooling was no better or worse.
