It's got to be moisture and what should be wrapped?

I charged more today and both high and low go up a bit, but no more than 6 or 7 for the low. The high is now nearing 270 on an 85 deg day. I tried heating the expansion valve with a hair dryer, and the both high and low started going up; 12 lo and 300 high. I don't think it's undercharged anymore, I think moisture in the system is freezing up in the expansion valve. Vent temps stay in the 80s, and the compressor never cycles off.
How much of the expansion valve should be wrapped? After the first trip to the shop they had left the sensing bulb unwrapped, so I asked them to wrap it too. Now the whole valve and all lines are thickly wrapped, which seems like overkill. What's the right way?
I'm getting closer. I think I'll order a new drier and try evacuating. Or maybe I should have the same shop evacuate the system for me, and then take it home and try my $12 vacuum pump from Harbor Freight. How much oil should I put back in? And how?
Robert, I did flush everything with mineral spirits before installing new compressor, but it hadn't self destructed, just the front seal was bad.
