It seems you have the first part of the question answered. I'll answer the second part, about VW. VW used to offer the rabbit/golf whatever with an 8v engine, and then when the GTI came out, they wanted to put a performance engine in it. So, naturally, they put a 16v engine in it. Later on, with the MkIII Golf/GTI, the GTI was built with the optional VR6 engine. Since the 16v was considered thier old performance engine, they dropped it in favor of the VR6 and let the base model Golf's have the old 8v again.
