Water pump?

I'm having some cooling problems, and wondering whether it could be the water pump. I noticed the other day that My temp was a little high while at a red light. When I pulled away the gauge dropped like a rock. I found that the hose from near the thermostat to the heater was leaking and my coolant was low.
I thought maybe the head was going dry and that when the revs were high it got water again and that's why the gauge dropped. But today I had the same behavior, and I when I got home the reservoir was still nearly full.
Could it be that my pump is not pumping enough at idle? The temp goes right up to half at idle, and drops down to 1/4 within about 5-10 seconds of pulling away.
I should add that my low-speed fan is wired to be always on, so normally, the guage doesn't move at all. Someone did a real number on the wires for my fan switch when they tried to fit a lower-temp fan switch, and then I had no low speed fan. Not good! Someday I'll tear everything apart and replace the wires.
