This sounds more like a stuck thermostat to me. Yes, at idle you have lower flow, but it is still adequate to keep your temperature from rising rapidly. If you have something blocking the flow (such as a thermostat that won't open all the way) therefore lowering it further then your temerature will certainly climb rapidly.
Just for reference when I am driving normally ('87 turbo with a single speed fan) my temp stays at about 8:30 or a little lower. When I stop, even for a long light, the temp might climb to 9:00. I have an 86 degree t-stat and fan switch in my car also. If everything is working as it should be then even letting your car idle w/o a fan on it will still take at least 15 minutes for the engine to reach the temp for the fan to kick on.
So, to summarize, I would look more at your t-stat or for some blockage in your coolant loop as the problem. For a water pump to be giving low enough flow to cause your symptoms would mean something happened to the impeller blades. This should never happen.
