Having put two teenagers in the house through the driving experience and will soon do the third, and having been posting on this BB for the past few years, a used SAAB is the natural choice. There is no need for me to trumpet all the plused of a SAAB.
Both teenagers in my household have had at least one minor accidents not long after getting the license. I've also learned to settle privately when the situation calls for it. This is after letting the insurance company paid for $800 damage my older son was responsible for. As a result of it he is in the New Jersey assigned risk pool for which we are paying $3,500 a year car insurance for him alone. This will continue for at least three years.
You may want to consider teaching her to drive stick. Both teenagers was tutored stick shift by their dad. Many of my daughter's friends were amazed she drives stick. I intend to teach my younger son to drive stick too.
