Hiway drifting

While my 87 9k was rock solid, my 93 cse has never been stable in a crosswind. I constantly have to watch where it is going. I've replaced the front end bushings and ball joints and have considered new struts and shocks. But I never could get a mechanic to say that they were bad. The car has 140k, and, as I'm the 2nd owner, it is possible that they are OEMs. While getting an oil change in Tucson, the Saab dealer mechanic, on his own, said that the tie rod ends were loose, which would cause wandering. While he might have changed his mind while struggling to keep it in a lane in W. Arizona, my regular mechanic in San Francisco says that tie rod ends don't get loose on 9000s. So what is the collective wisdom here? Tie rod ends, shocks and struts? And does anyone know what the orange band on the shocks/struts means?
