That comment about "the bank" is usually meant as a way of saying that the cost of repairing the car exceeds the value of the car itself. So he's trying to say that it doesn't make sense to spend 1000 dollars to fix a car that will only end up being worth 900 dollars, for example. It's a bad investment.
