Possible solutions to your problems:
The whistling noise with all the windows down: do your rear reading lights still have the clear plastic bulb covers? These can break, and when wind goes into the holes it can create an eerie wooshing sound. Solution is to replace the light or the lens, preferably with a junkyard one. Easy.
The reverse gear is out of the way simply to prevent its engagement when you're trying to select another gear. You'll get used to it.
If the turbo gauge isn't moving at ALL (we're talking pegged on the border between white and yellow) then the vacuum line leading to the turbo gauge is probably rotted off. This is what it sounds like to me - I had the same issue when I bought my 94 Aero. This is an easy fix, so long as you have patience, dexterity and a replacement $1 length of hose. Your turbo is working, otherwise the car would run like an absolute dog - clearly not your experience. When you turn the car on, the gauge should move from this point to mid-white, and go back to this point (or further) when you invoke the accelerator.
If the turbo gauge is moving, but doesn't go past mid-yellow, then you have a condition called "base boost." There's much more about this in the archives, but it is a complicated issue, and can involve one of several parts to remedy. At the "base boost" condition your car is limited to 170hp (still fast, really); with full boost it has 200hp.
