Here are some simple facts. The internal combustion engine is inefficient because most (more than 80%) of the energy is wasted as heat. It is not because the gasoline is not being fully consumed, so any attempts to improve efficiency by making the fuel burn more completely is going to have minimal benefit at best. The amount of energy contained in a specific volume of gasoline is known, and the information is readily available any number of places (and to my knowledge has not been disputed). Most if not all of the claims of amazing devices to get better gas mileage can be shown to be false because they would be operating at more than 100% efficiency, based simply on the mass of the vehicle, rolling resistance, aerodynamic drag, and the available energy in the gasoline. The fact that gasoline does not burn in liquid form is really quite irrelevant, since it does get burned in the end. You imply that special conditions are required to make gasoline burn, which is not really true. Expose liquid gas to air, and voila... gas vapour, ready and ample enough to blow up your house if you were so inclined.
