The original post doesn't say how he makes hydrogen. You can make it by running an electric current thru a tank of water (you also make oxygen at the same time). Both these elements would then very much like to get back together again very explosively.
The Bush push a few years ago was to make hydrogen by cracking hydrocarbons. The downside here is that you also make C02.
My feeling has been that the best way to improve the efficiency of the internal combustion engine is to find a way to convert the waste heat in the coolant and exhaust stream to electricity to be used to power an electric motor.
Easily (actually nothing is really easy), the turbocharger could be converted to an electric generator when it's not making 'turbo-boost'. Waste heat could be controlled by using ceramics and running the engines at higher temperatures to prevent heat from being lost to the cylinder walls. Maybe low boiling point fluids could be used to run a small gas turbine electric generator. Stationary power plants incorporate many types of heat capture to improve overall efficiency
I'm sure someone is working on these problems as I write, but as in all things, "most things in life are simple, except the simple things are hard." Good words to live by.
Just fixed the upper motor mount on my son's girlfriend's Volvo by filling it with silicone. I do hope we all come back down to earth.
