First tweaking the wastegate rod length or changing the strength of the spring in the wastegate actuator can is a waste of time. Changing the amount of base boost has no effect on the maximum boost that is determined by the ECU.

Yes, the little T25 turbo can crank out 20 psi or more. For example, it will do that if your BPC is malfunctioning or if your wastegate hose is disconnected (disconnecting it is not recommended) or if your wastegate is stuck shut or if your ECU is receiving false information from the MAP sensor. But if your last ditch engine safety system is working you'll hit fuel cutoff at 20~21 psi, which feels like bucking and is preferable to blowing up your engine.

Mine is able to hit 20+ psi right now, which is NOT a good thing. It means I have some debugging to do. Most likely a sticky or broken BPC.

If you want 20 psi, the best approach is to get the ECU remapped by a qualified tuner. Head over to the Performance board for more info about that. There's also a little gadget called a T5Boost4 that will add about 4 psi by fibbing to your ECU about the MAP sensor reading. But getting re-mapped is the gold standard. Whatever you do, do not fool around with a manual boost controller. The ECU is your friend, don't defeat it.
