Down 50 hp. We all know the feeling.
The BPC is Boost Pressure Control solenoid (or valve). This is the doohickey that sits on the left rear corner of the radiator shroud with an electrical connection and 3 silicone hoses coming out if it. The hoses run to the wastegate, turbo and one is a return line. If the BPC dies (not unusual) the car will be stuck at base boost OR at full-on overboost. Your situation is better for the longevity of the engine.
Have your indy check the wastegate rod first and if that's OK, the BPC. They cost about $380 from eEuroparts, take 5 minutes to install. Just put the hoses on the same places they came off the old one. If you know someone with 9K you might be able to do a swap in their BPC to test it.
You could have other issues, like a dead turbo or split hoses to the intercooler, but these two are the most likely.
