My U-joint pinch bolt was tight.
It turns out those two other screws were NOT tamper-proof ("security") Torx - it was just the reflection of my flashlight off the screw head... otherwise it was just a regular T20 screw. I feel like an idiot. :)
I took off my steering wheel and the cowling and got in there to figure out my steering play. It turned out to be the inner portion of the upper steering column bearing. Inside the column housing metal casting, there's a big copper ball bearing, with a ridged rubber outer shell that presses into the casting, and another ridged plastic/rubber sleeve that goes between the bearing and the column shaft. That inner sleeve was COMPLETELY gone - just little bits remained. The play that I felt was the movement of the column shaft free-floating within the space inside the bearing (about 1/4" in any direction).
Those of you that have seen this assembly probably know what I'm talking about. I replaced all three components (the inner sleeve, the bearing, and the outer shell) and now my steering's tight and smooth again. I tightened up the telescoping clamp while I was in there.
