You get this noise when using the brakes in some manner. That points it to being a brake-related sound. A sticky caliper, a pad that is somehow a little loose, a slide pin or caliper bolt that has backed off could all cause a noise. When I do brakes I wire wheel the sliding surfaces and use a decent amount of caliper lube. Seems to keep things working smoothly.
The starter noise is pretty distinct and I can't imagine it having anything to do with braking.
I had a Bendix that wasn't acting up and it came and went for a couple of years. I'd get it every day for a week, then not for a couple months. Or only once every few days. And sometimes the starter wouldn't go at all, then be fine a moment later. When the noise began happening all the time I swapped in a used unit. That was 3+ years and 50K miles ago. problem.
