It's more a matter of all the OBD2 monitors getting ready after being reset when you cleared the P1171 code. After all the monitors have run the OBD2 system will be fully functional, and the P1171 code will return if the underlying problem is unresolved. The EVAP monitor is one of the last to run, and the catalyst monitor is the last to run.
I'd love to know how to turn off a code without resetting the whole OBD2 system. It can't be done as far as I know. For that reason I let the OBD2 system turn off the code after I've corrected (hopefully) the underlying problem.
