Your OBD2 system includes an EVAP system monitor. With the OBDLink SX cable and software you should be able to verify that the EVAP monitor "has run" or "is ready". If so, then then problem probably is elsewhere.
The EVAP valve sits on top of the EVAP canister which is located near the windshield washer reservoir.
You can remove the passenger side turn signal light (retained by a spring clip if I recall correctly) to look at it. To get a better view jack up the front end and support it on jack stands, then remove the right front wheel, then remove the front portion of the fender liner.
It is easier to wait for your new OBDLink SX cable and software to tell you whether any further investigation is needed.
