Congratulations on keep such an usual car on the road in Austria. I expect it's very rare to see an older 9000 on the road there these days!
Unfortunately a lot of the experience tuning these "DI/APC" systems has been lost to history, as they were only used for a couple of years.
My first thought was also that you are stuck at base boost. Ideally you would know the actual PSI you're seeing, but it would be roughly half-way into the yellow on the factory gauge. With a redbox you should be into the red area of the guage. If you are at base boost you have an issue to address other than the chip.
You may also need to do an adaptive run, going full throttle for 3+ seconds above 3000rpm or something like that. Yes, you will be going quite fast for this especially at full boost.
