I'd guess about half the cars of a certain age don't have the backing plates anymore, either from rust or being discarded during a mechanical repair (lazy mechanic or too rusted and and trashed to put back on) and they're probably less than essential. I can't quite remember, don't you have to pull the hub the replace them too?
