I'm certain those plastic panels are discarded even more quickly than the brake backing plates. Once the little nuts and bolts get rusty and the plastic pieces brittle they're a real headache. The plastic wheel well liners are probably worth while to prevent stone chips in the metal that could lead to rust, I replaced one on my 9k after losing it to a small traffic cone when it because apparently it kept a lot of grime off the belt area, and I'm going to replace one on my BMW which is missing a lot of that stuff as it would keep grime out of places when I don't like it going. By some miracle my 9k still has it's under body panel, largely to my regret every time I need to remove it, and I think any aerodynamic benefit is offset by the 5 lbs of oil muck it's carrying around at any given time.
Hopefully someone else can chime in on needing to remove the hub to replace the backing plate as I'm definitely not 100% certain on that.
