I had two smelly leaks like you describe on two different 9ks. The first was on my 96 and it turned out that the oil pan had been welded and there was a pinhole leak dripping on the cat. It took a while to find it but I fixed it with a sheet metal screw. The second was on my 98 and it turned out to be another pinhole in the cat in the weld attaching the bracket. I had to pressurize the exhaust with compressed air (be careful) and spray soapy water to find it. Welded it up ok.
My nose isn't refined enough to positively tell the difference between exhaust and burning oil but my suspicions turned out to be correct. Good luck.
