I have a 1994 car, but assume that the setup on yours is similar.
Before throwing expensive parts at it, first thing to do is check the connector to the blower fan. Take off the black plastic panel (about eight screws) below the windshield to see the blower motor assembly; there will be a few inches of wire and a grey plastic connector. The contacts inside this connector get corroded, leading to high resistance and a local buildup of heat. One contact on my car was corroded enough that the insulation burned off of the wire and the wire broke.
